Project Description
The downtown area, the Port of Tampa, and the historic areas of Ybor City draw enormous numbers
of residents, tourists and business travelers daily. Rapid growth and increased travel in these areas
requires roadways to be improved in order to move traffic efficiently from place to place. In an effort
to provide relief, the Florida Department of Transportation (FDOT) District Seven and Florida’s
Turnpike Enterprise are proposing a connector roadway between I-4 and the Lee Roy Selmon
Expressway. The Tampa Hillsborough County Expressway Authority, Tampa Port Authority, City of
Tampa, and Hillsborough County are participating as stakeholders with the FDOT and Turnpike
Enterprise in the development of the proposed Connector.
Proposed Improvements
The proposed Connector is an elevated limited access connection that extends from I-4 to the Lee
Roy Selmon Expressway, parallel to the west side of 31st Street in Hillsborough County. It is
consistent with proposed improvements to I-4, the Lee Roy Selmon Reversible Lanes Project, and
the Causeway Boulevard Port Access Improvement project. The Connector project completes an
important regional link from the Tampa Bay Interstate System to the Lee Roy Selmon Crosstown
Expressway and is consistent with transportation regional planning initiative.
The proposed improvements will provide barrier separated roadways that will allow for the following
movements shown on this map, and described below:
- "S" Movement
- The "S" Movement would serve access needs for all types of vehicles traveling from Eastbound Lee
Roy Selmon Expressway to Eastbound I-4 and Westbound I-4 to Westbound Lee Roy Selmon
Expressway.
- "Z" Movement
- The “Z” Movement would serve access needs for all types of vehicles from Eastbound I-4 to
Eastbound Lee Roy Selmon Expressway and Westbound Lee Roy Selmon Expressway to
Westbound I-4.
- "Truck Only Lanes"
- The “Truck Only Lanes” would serve access needs for truck traffic from Eastbound and Westbound
I-4 to/from the Port of Tampa. This proposed improvement will provide for truck only ramps that will
allow trucks going to and from the Port of Tampa on 21st/22nd Street to access I-4 via the
Connector.
